SUMMARY:                            Over 30 years of experience both in the USN and as a DOD/DOS Contractor.

Have 16 years of program/project management both US and International experience running DOD Satellite and IT Task orders plus DOS Civilian Police – Judicial task orders for INL. Since 2003 I have been actively managing task orders in the Middle East, West Africa and Haiti. Current Projects are on the CIVPOL DOS/INL IDIQ and prior projects on the RS2 IDIQ with DOD. Additionally, ran a commercial satellite hub project in Bahrain. Proposal/Capture manager successfully winning over $50 million in DoD & Special Programs contracts while with Lockheed Martin. These programs/task orders were Cost Plus, FFP and IDIQ task orders. Procured millions of dollars worth of equipment both restricted and unrestricted to Oconus Projects.

 

EXPERIENCE:                            US Government Contractor and Commercial Assignments

                                         

2010 – July 2013             PAE (Pacific Architects & Engineers) Operations Manager/ Program Implementer for CIVPOL Task Orders Management.

 

Responsible for: Three task orders worth 25+ Million/year in Liberia and Haiti. These task orders had 158 AN (American National), and LN (Local National) personnel. Currently, running the Task Orders in Liberia and Haiti worth $25M/Year and have managed to grow both by an average 50%. These Projects Support the UN by providing Police Advisors DEA Support, Legal Advisors to the Haitian National Police, Liberian National Police, MOJ Liberia, and UN police missions in Haiti and Liberia. Additional support provided for training, Communications/IT support, logistics, construction and operations. I am the primary interface with the DOS INL CORs and ICORs for these task orders. Additional responsibilities include managing extension and modification proposals. I was running up to six task orders: Lebanon, South Sudan, (FPU in Senegal & Burkina Faso) plus two task orders in Liberia and Haiti during 2010 through 2011 a total of $50M in sales. Procured and deployed millions of dollars worth of equipment both ITCO controlled, weapons and non-controlled items for Oconus task orders.

 

2008 - 2009                                        Consulting and Project management

 

·         Worked for Aerotek staffing supporting 8a company EEI. Responsibilities included tracking 53 task orders with the US Army Corp of Engineers (USACE) and Navy (NAVFAC) for Construction Management, Environmental Studies and QA/QC plus minor construction/renovation on 3 different contracting vehicles. Additionally, provided support to: New business, prepare proposals, prepare subcontract agreements, Non-disclosure agreements, teaming agreements, capabilities briefings, monitor project burn-rates, deliverables, work with USACE & NAVFAC COR’s and Contracting officers, subcontractor management, strategic planning, updating company policy and procedures.

 

Self Employed as VP Business Operations Vitacs

 

·         Provided proposal and installation support to Vitacs (Disabled Vet Small       Business) this included the design, testing & install of external wireless internet systems for two 18 story condo/resort buildings in South Carolina designed to withstand a Cat III hurricane and a small 40 room motel.

 

 

 

2007 – 2008                          Q8 Intech - A small Kuwaiti owned start-up Satellite Communications Company.

              Operations Director: Responsibilities included Project management, engineering and design oversight, installation, operations, logistics.  Q8 Intech was building a I-Direct Satellite hub in Bahrain for the Kingdom Telecommunications Company in Bahrain. This included applying for and receiving the following licenses from the Kingdom of Bahrain: International Telecommunications Facilities License (IFL), Internet Service Provider License (ISP), and International Telecommunications Service License (ISL). Q8 Intech went under due to lack of investor funds in April 2008.

 

1995- 2007                             Lockheed Martin – Special Programs and DOD

              Sr. Program Manager-Satellite Communications, Networks & Logistics. Simultaneously, managed five contracts providing Engineering, Logistics, Installation, Operations and Maintenance for IT and Satellite Voice/Data/Video networks (CMN – Coalition Military Network) for Operation Iraqi Freedom (OIF). This included the testing/Type Certification of 7.3 meter Ku band antenna, deployment of 40 2.4M VSATs to Brigades and Battalions for the US and Coalition partners for (OIF). These were Linkway & Linkstar based systems providing TDMA - BoD in Star and Mesh configurations. Additionally, Upgraded IT infrastructure at two US Army bases in Iraq to include Design and deployment/install of 90 miles of fiber optic cable, $3 million in Cisco Switches and Routers plus ISP/OSP work.

                            Program Manager, Technical Operations

Oversight of seven different projects for classified customers including development, C4, and ISR. Managed/Installed VSAT Communication set-ups for the oil and gas industry which provided instrumentation data from gas wells and drilling rigs to the home office (Last mile Comms). Remote surveillance product development and field trial for DTRA and wireless all weather, solar powered security camera install after 9/11 at a nuclear power facility intake.

              Operations Manager, LUSTER Program (Special Programs)

Responsible for IEC/NIMA Libraries Systems support at eight remote 24X7 customer sites worldwide. Acted as lead for New Business development. Lead the capture of over 30M in additional IWTA and Sub-Contract work to the program.

              Production Department Manager

Built specialized data collection systems Prime Contract Responsibilities: Manufacturing, Test, Repair, Field Service, Installation, Systems Integration Facility O&M, Logistics, Transportation, Government Property Management, contract proposals, new Government /Lockheed Martin Corporation and commercial business opportunities. Setup an ICC certified transport group specializing in moving classified shipments. Program Manager for Hughes/Raytheon P407 Special program subcontract plus property manager for over $400 Million in Govt. Program Property.

                            Field Engineering Specialist: Lockheed Missiles and Space.

Managed team to provide depot repair services, hardware installation support and planning, Field engineer training for Legacy systems, Image File Server production and field service to fourteen remote sites
